Praise be to Allah who made this country a land of abundant goods and decent living, and blessed it with faithful rulers and leaders who work relentlessly for the best of their people. It was the wisdom and foresightedness of its leaders and its hardworking and dedicated people that allowed Dubai to reach this advanced level of development and progress that far exceeds the progress of other countries. This superiority was a normal result of strenuous efforts, tireless hard work, holistic planning and continuous improvement under a wise and conscious leadership that devoted itself to providing all the chances for the advancement of the emirate by establishing of professional and specialized departments and institutions that work as one team in order to achieve its goal.

This dedication opened doors for the emirate to reach the unprecedented levels of success and maintain a well-deserved leading position. The journey began at a fast pace and with confident steps by the late Ruler of Dubai Sheikh Rashid bin Saeed Al Maktoum who established the Government of Dubai Land Department (DLD) on 23 January 1960. The DLD heralded the birth of the most important real estate market in the Middle East and perhaps the world.

A well-planned program was drawn then for DLD, which was ahead of its time and promised a bright real estate future. After fifty years of work under the umbrella of the Land Department and the succession of generations, the descendants of the first generation who worked hard for the advancement of this country by conquering challenge after challenge, continue to build an integrated system for DLD to serve the emirate and its development projects and keep pace with growing needs and the demands of its people.

The development has become inherent in all our transactions and services as DLD successfully registers all transaction and deals in the emirate by adopting a constant development approach for all its services.

The Dubai Land Department’s mission surpassed regular registration and issuance of title deeds to offering a comprehensive experience for its customers. It now bears the full responsibility for the registration of transfers of ownership and responsibility to develop the necessary legislation on a large scale to ensure the organization of Dubai real estate market and regulate it along with catalyzing the investment drive.

Rental Disputes Center is the prime settlement option instituted by the Government of Dubai to regulate the relationship between landlords and tenants, particularly in the event of any disagreement between them requiring the Center’s approach, in the interests of parties and the Emirate alike. Rental Disputes Center was established by the Decree No. 26 of 2013 issued by His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai.

The law has given the Center jurisdiction to hear rental disputes highly professionally and transparently to ensure the standards of justice according to the processes and procedures adopted therein, through First Instance and Appellate Circuits, formed from experienced and efficient judges and members in the Emirate.

Before forwarding to the First Instance Circuits, the claims are heard by conciliation department with an objective of finding alternative and quick resolutions to reconcile the parties, thus fulfilling the vision of Dubai Government in bringing about alternative solutions to rental disputes.

The Center also includes a number of departments and offices including Department of Central Support that undertakes case registration, subpoena, and legal support to litigants in addition to Department of Conciliation making peace among disputants, and Department of Law Enforcement that implements all judgments of evictions and financial claims. In Rental Disputes Center we deal with all disputes and issues fully fairly without any bias or discrimination, and the decisions of circuits are executable.

Our goal is to delight our customers both internal and external alike in compatible with Smart Government through all our dealings.
