Dubai Land Department Discuss the New Techniques Used in Land Registration Services during Cinder Dubai 2016

Highly attendance from real estate registration international to Cinder Dubai 2016

 

The 20th World Registry Law Congress 2016' global conference, which is aptly titled 'CINDER Dubai 2016,' continues on a strong note for its second day in a row.

Organized by the Dubai Land Department in collaboration with the International Property Registries Association (IPRA-CINDER), the conference's activities are geared towards facilitating discussions around trending topics such as real estate registration law and smart registration by industry experts from around the world. Day two of the conference will include two official meetings on parallel session, at the Ritz Carlton Hotel at Dubai's trendy Jumeirah Beach Residence.

 

Sultan Al Akraf, Senior Director Real Estate Registration Department, said, "In light of our first opportunity to host such a big event in the UAE, we are delighted and pleased with the huge presence of formidable attendees at this conference.  The organizers and sponsors are showing a remarkable effort in promoting Dubai's image as a premium choice for events of this caliber".

The second day commenced with a session titled, "Land Registries as Producers of Data," which was headed by Ana del Valle from Spain. The panel discussed topics about the digitalization of Land Registry and data protection through the American doctrine in Puerto Rico, land data and the market land registration information in making of decisions by government and public administration.

This was followed by the second session, which addressed the issue of Smart Registration and sustainability, chaired by Nelson Gutierrez from Chile where highlighting the impact of (disruptive) information technology and the important role of the Registrar in (future) e-conveyancing.

 

Following panels, started with Lavinia Figueroa from Guatemala with four speakers, who discussed the personal data outlined in the process of electronic land registration, including the collection, use and limitations of the right of dissemination of personal data and registry data in the European Union.

 

The second plenary session was about Smart Registration in Sustainable City, headed by Cemile Hecibeyoglue from the World Bank, the panel discussed Land Registration trends in African counties and the World Bank.

 

Day two of the event also hosted a public session titled, "New Trends in Land Registration," which was headed by Hugo Dolmetsch, President of High Court in Chile. Astrid Stadler from Germany spoke about the German land registration system and the principle of abstraction, whilst Francisco Marín Castán from Spain spoke about the evolution of the Spanish Supreme Court's case precedents surrounding registry attestation between 2007 and 2016.

 

Two additional plenary sessions, with the first one discussing land registries as producers of data, importance of confidentiality of registered information, and data quality and responsibilities of the recorder.

 

Mureed Mustafa, from Emirates Real Estate Solutions, the technical arm of Dubai Land Department headed a plenary session titled Smart Registration in Sustainable City discussing new technologies used in registration services, and turning government data into gold vs privacy challenges and opportunities.

 

Finally, the day drew to a close on a high note with a round-table discussion about reformation of land registries. The discussion was headed by Nuria de Oca from the World Bank, and saw global participants partake in the debate. Amongst them were Fernando Méndez from Spain, Ioanna Tzinieri from Greece, Sergio Jacomino from Brazil and Mehis Sivart from Estonia.

 

The prestigious event is under the sponsorship of Nakheel Properties, Dubai's leading real estate company, as the main sponsor of the event, while Emirates Real Estate Solutions is the technical partner. Dubai Media Inc., the official media organ of the Dubai government, has signed on as the media partner. In addition, Meydan Sobha will also be sponsoring the event.

Dubai Land Department will hold an official closing ceremony of the conference on Wednesday evening at Meydan, where the will announce the name of the winning country to host the twenty-first session of Cinder Conference in 2018
