Only for licenses of freehold areas, a no-objection letter from the licensing entities must be attached
1- Submit the license application through the Dubai Department of Economy and Tourism.
2- Register in the Trakheesi system via the Dubai Land Department website: www.dubailand.gov.ae.
3- Apply for a Real Estate Activity Practice Card immediately after submitting and receiving approval for the real estate license.
Free Zone Licenses:
- Must obtain a No Objection Certificate (NOC) from the licensing authority.
Real Estate Development Licenses:
- Must provide ownership of the land to be developed.
- Ownership must be under the license holder or one of the partners.
- Ownership data is verified electronically via the system.
- To market the project, an official permit must be obtained from the Trakheesi system.

Licenses for Administrative Supervision Services for Jointly Owned Property Management Companies:
- Must register the license and relevant staff with the Real Estate Regulatory Agency (RERA).
- Staff must obtain registration cards before practicing the activity.
Licenses for Private Property Leasing and Management Services:
- Must provide a copy of the property ownership deed.
- Ownership must be under the license holder or one of the partners.
- Allowed to manage properties of the license holder and second-degree relatives only, as per Local Order No. 2/2003.
Licenses for Leasing and Managing Third-Party Properties:
- Must provide a bank guarantee of AED 5 million.
- If opening a branch, the trade name must match the parent license.
- The branch must have at least 20 administrative employees.
